Sikorsky provided to the Navy the JRS-2, used for general purpose Navy uses like

hauling cargo and people, towing targets,

photo mapping, etc. It was actually the same seaplane as the civilian model S-43 "Baby Clipper" which was flown by Pan Am and Hawaii's Inter-Island Airways. This photo is pre-war as the WW-II JRS-2 seaplanes were painted dull blue and white underneath.
