Because of Hawaii's large ethnic Japanese population it was fairly easy for Japanese nationals from Japan to move in and around Hawaii without being easily detected. While many first generation Japanese were still quite loyal to the Japanese Emperor, agents from Japan did not trust them for important spy tasks. In fact, Japan used their own military personnel as spies and also employed Caucasians loyal to the Nazi cause. |
