It's a fair question especially since a lot of        operational details about Imperial Japan's       capabilities and intentions in the Pacific have only slowly come to light over the decades, and slowly been pieced together. It is very clear

today that Japan had a very powerful and wide spread Naval force in the Pacific which included many secret island bases and defense perimeters.

For Imperial Japan in the late 1930's the goal was to completely own and control everything within Asia and the Pacific. Their pact with the Nazi's defined their area of the world they would control and America was regarded, somewhat correctly, as a big but weak nation lacking the political will to fight a war with a powerful    military like Japan's. The earlier incidents in which the U.S. effectively backed-down, only strengthened Japan's resolve to control the

entire Pacific, including the Hawaiian islands.
