Their pact with the Nazi's defined their area of the world they would control and America was regarded, somewhat correctly, as a big but weak nation lacking the political will to fight a war with a powerful military like Japan's. The earlier incidents in which the U.S. effectively backed-down, only strengthened Japan's resolve to control the entire Pacific, including the Hawaiian islands. |
